BY-LAWS OF THE UNITED STUDENT BODY OF DIAMOND BAR

 

ARTICLE I.  DISTRIBUTION OF AUTHORITY

 

Section 1.                Distribution of authority among the official documents of the USB shall be allotted according to the following order.  With reference to this order, any contradiction which varies between two or more documents and the wording contained therein shall be decided in favor of the document higher in the rank of order.  The wording of the lesser document which was involved shall be automatically repealed and struck from the document.

D.      USB Regulations

 

Section 2.                Distribution of the authority among the governing organizations shall be allotted according to the following order.  With reference to this order, a governing organization under the former in the rank of order.

 

A.      Executive Board

 

B.       Inter-Organizational Council

 

C.       Senate

 

D.      House of Representatives

 

ARTICLE II.  DUTIES OF THE STUDENT BODY OFFICERS (EXECUTIVE BOARD)

 

Section 1.                The Executive Board shall be elected every December by the United Student Body of Diamond Bar High School.  They will all be under guidance of the Activities Director and the President of the student body.

 

A.      President (Junior at the time of election)

                                                                It shall be the duty of the USB president to:

1.        Preside over all meetings of the Executive Board.

2.        Plan agendas for all Executive Board meetings, along with the Vice President twice a week.

3.        Call and preside over all special meetings of the House of Representatives, Inter-Organizational Council or Senate, or combination thereof.

4.        Preside over all school assemblies.

5.        Represent the Student Body at school and necessary district and league functions.

6.        Supervise the implementation of all policies, regulations and programs established by the Executive Board.

7.        Use the power of the veto with discretion.  A veto of an action from any section of the structure of this Constitution shall be accompanied by a written explanation of the action.  The veto may be overridden by a 2/3 vote of the body in which action originated.  The veto shall be within 10 school days of the original action.

8.        Remain in constant communication with the Director of Activities.

9.        Uphold this constitution at all times.

 

B.       Vice President (Junior at the time of election)

        It shall be the duty of the USB Vice President to:

1.        Act as the President of the USB in the absence of the President.

2.        Preside over the Senate when Executive Board meetings conflict with the Senate meetings.

3.        Be chairperson for all elections.

4.        Assist President with agendas for the Executive Board and Senate meetings.

5.        Carry out such duties as assigned to him/her by the President.

6.        Prepare the weekly calendar review report.

7.        Read announcements over the PA system every week.

8.        Remain in constant communication with the Director of Activities.

9.        Uphold this Constitution at all times.

10.     Serve as a voting member of the Executive Board.

 

C.       Speaker of the House (Junior or Sophomore at the time of the election)

        It shall be the duty of the Speaker to:

1.        Preside over all the meetings of the House of Representatives.

2.        Report all business of the House to the Executive Board.

3.        Appoint officers within the House for each classroom each semester.

4.        Carry out such duties as assigned to him/her by the President.

5.        Remain in constant communication with the Director of Activities.

6.        Uphold this Constitution at all times.

7.        Serve as a voting member of the Executive Board.

 

D.      IOC (Inter-Organizational Council) (Junior or Sophomore at the time of the election)

        It shall be the duty of the IOC Chairperson to:

1.        Represent the USB chartered organizations at the Executive Board Meetings.

2.        To endure each recognized organization or club describing its purpose, qualifications to membership, dues, meeting dates, and major activities.

3.        Enforce the provisions of the USB By-Laws, policies, and regulations relate to club activities.

4.        Review annually the charter for each recognized club or organization and recommend its renewal or suspension.

5.        Assist the Director of Activities in preparing and maintaining a Master Calendar of Activities.

6.        Be in charge of the Calendar Signing Party.

7.        Attend meetings of various campus clubs and organizations, offering ideas and suggestions on efficient organization.

8.        Carry out such duties as assigned to him/her by the President.

9.        Remain in constant communication with the Director of Activities.

10.     Uphold this constitution at all times.

11.     Serve as a voting member of the Executive Board.

 

E.       Secretary (Junior or Sophomore at the time of election)

        It shall be the duty of the USB Secretary to:

1.        Record, publish, and file all minutes of the Executive Board and Senate Meetings.

2.        Undertake all necessary correspondence of the Executive Board and the Senate.

3.        Carry out such duties as assigned to him/her by the President.

4.        Oversee and run the Pennies for Patients Program

5.        Remain in constant communication with the Director of Activities.

6.        Uphold this Constitution at all times.

7.        Serve as a voting member of the Executive Board.

 

F.       Finance Director (Junior or Sophomore at the time of election)

        It shall be the duty of the USB Finance Director to:

1.        Aid the Student Activities Director in the preparing of the fiscal budget.

2.        Handle all Student Body funds and provide the Executive Board with all purchase orders being submitted at the meetings in the form of a report.

3.        Give a monthly report on the status of all USB funds.

4.        Oversee all USB Activity Card sales.

5.        Be responsible for maintaining a complete inventory of all USB possessions.

6.        Carry out such duties as assigned to him/her by the President.

7.        Remain in constant communication with the Director of Activities.

8.        Uphold this Constitution at all times

9.        Serve as a voting member of the Executive Board.

 

Section 2.                Duties of the Senate shall be directed by the President and with the approval of the Executive Board. The Executive Board shall have the power to appoint any member(s) to the Senate to fulfill the given duties as efficiently as possible (as per guidelines set down by the By-Laws).

 

A.      Attorney General/School Board Representative (at least a Sophomore at the time of application) *

1.        Represent all students of Diamond Bar High School at all meetings of the Walnut Valley Unified School District Board of Education.  Present composed update reports of school information provided by the Principal, Vice Principal, Deans, and Athletics Director to the members of the District Board, thereafter making an update speech at the meeting.

2.        Communicate all relevant information from the Board of Education to the students and report bi-weekly two times a month of the meetings to the Executive Board.

3.        Have knowledge of all local media and making sure that the students of Diamond Bar High School are recognized for contributing to the community.

4.        Be an ex-officio member to the Executive Board member appointed to his/her position.

5.        Serve as a voting member of the Executive Board only when an additional vote is needed to break a tie and/or in the absence of two or more Executive Board members.

6.        Update corrections of any portion of the Constitution or By-Laws, following the procedures of Article VIII Amendments of the Constitution for changes of the Constitution and approval of 2/3 vote of Executive Board for changes of the By-Laws.

7.        Be familiar with the Constitution and By-Laws and oversee that all USB activities do not contradict the Constitution or By-Laws.

8.        Remain in constant communication with the Director of Activities.

9.        Uphold this Constitution at all times.

10.     Serve as a conciliar member of the Executive Board.

 

B.       Commissioner of Academics (Junior or Sophomore)

1.        Recognize the academic achievements of all students.

2.        Plan and organize Academic Week, AP Activities, and all other related academic activities.

3.        Coordinate Renaissance program activities and oversee giveaways.

4.        Assisting in the Career Center with scholarships and academic awards.

5.        Serve two consecutive January to January terms unless otherwise directed.

6.        Attend Executive Board meeting as an advisory member.

7.        Remain in constant communication with the Director of Activities.

8.        Uphold this Constitution at all times.

 

C.       Commissioner of Assemblies and Rallies (Junior or Sophomore; if dual position, one could be a Freshman)

1.        Organize rallies and assemblies

2.        Be in charge of all pep rallies and assemblies

3.        Be a spokesman for the Executive Board to the pep advisor, band director, and all participating athletic coaches, asking them in advance for their participation in rally activities if and only if pertaining to rally activities.

4.        Accept responsibility to publicize all activities related to rallies and assemblies, with the aid of the Commissioner of Publicity.

5.        Obtain permission from the Curriculum Council Inform teachers and staff at least two weeks in advance for any activity that will cause a change in the daily schedule of classes.

6.        Be Responsible for the distribution of assembly schedules to all Administrators, Teachers, and Classified staff members.

7.        Remain in constant communication with the Director of Activities.

8.        Uphold this Constitution at all times.

 

D.      Commissioner of Athletics (Junior or Sophomore; if dual position, one can be a freshman)

1.        Act as a host/hostess for all visiting teams when required by the Director of Activities.

2.        Shall be in charge of issuing and distributing all school letters for athletics.

3.        Have a thorough knowledge of all athletic scheduling and be responsible for the distribution of payment of officials.

4.        Help the Director of Activities and the Director of Athletics with the promotion of Intramural Activities.

5.        Shall be responsible for promoting school spirit by initiating advertisement or sport scores to the local media, along with special awards and recognition.

6.        Be responsible for the upkeep and the record of all plaques and awards.

7.        Shall work closely with coaches for first-hand knowledge of all sport teams.

8.        Work with the Commissioner of Social Activities for the Scheduling of rooter buses.

9.        Be Present and participate in all Athletic Award Ceremonies at the end of each season of activity.

10.     Plan and organize sports luncheons for Fall, Winter, and Spring Varsity sport teams.

11.     Function as a liaison between the athletic teams or coaches and the Executive Board.

12.     Attend Executive Board meetings as an advisory member.

13.     Remain in constant communication with the Director of Activities

14.     Uphold this constitution at all times.

 

E.       Commissioner of Audio Communications (Freshman, Sophomore, or Junior; can be a dual position)

1.        Be in charge of all audio equipment and its upkeep.

2.        To be in charge of all audio equipment

3.        Maintain an inventory of all audio equipment

4.        Supervise all other USB activities using Audio equipment.

5.        Attend Executive Board meetings as an advisory member.

6.        Remain in constant communication with the Director of Activities.

7.        Uphold this Constitution at all times.

 

F.       Brahma Booster Representative (at least a Sophomore at time of application)

1.        Represent all students of Diamond Bar High school at all meetings of Brahma Booster Organization

2.        Communicate all relevant information from the Brahma Booster Organization to the students of Diamond Bar High School and report monthly of the meetings to the Executive Board.

3.        Be the co-coordinator of the annual Branding Iron Chuckwagon Rodeo Roundup festival.

4.        Serve the term from July to June.

5.        Attend Executive Board meeting as an advisory member.

6.        Remain in constant communication with the Director of Activities.

7.        Uphold this Constitution at all times.

 

G.      Commissioner of Concession Services (Freshman, Sophomore, or Junior; can be dual position)

1.        Organize and maintain the football/baseball/softball snack stands.

2.        Inform all groups working the snack stands of their task.

3.        Attend home football games and aid with the setup and running of the snack stands.

4.        Organize the Prom Fashion Show including model selection, theme, staging and decorations.

5.        Attend Executive Board meetings as an advisory member.

6.        Remain in constant communication with the Director of Activities.

7.        Uphold this Constitution at all times.

 

H.      Brahma Foundation Representative (at least a Sophomore at the time of application)

1.        Represent all students of Diamond Bar High School at all meetings of the Brahma Foundation Organization.

2.        Communicate all relevant information from the Brahma Foundation Organization to the students of Diamond Bar High School and report bi-weekly once a month to the meetings of the Executive Board.

3.        Be the Coordinator of any fund-raisers held during lunch.

4.        Serve the term from July to June.

5.        Be the Coordinator of Casino Night.

6.        Be the Coordinator of Rodeo Round up with the assistance from the Commissioner of Brahma Booster.

7.        Attend Executive Board meeting as an advisory member.

8.        Remain in constant communication with the Director of Activities.

9.        Uphold this Constitution at all times.

 

I.         Commissioner of Hospitality (Junior or Sophomore; if dual position, one could be a freshmen)

1.        Be in charge of all athletic, performing arts, and USB sponsored awards and ceremonies.

2.        Be the official host/hostess of Diamond Bar High School.

3.        Represent the USB at all events requested by the Executive Board.

4.        Host staff or teacher appreciation luncheons.

5.        Be responsible for all visitations on campus.

6.        Be in charge of the Alumni reception for Homecoming.

7.        Coordinator of Advanced Placement Breakfast/Lunches.

8.        Attend Executive Board meetings as an advisory member.

9.        Remain in constant communication with the Director of Activities.

10.     Uphold this Constitution at all times.

 

J.        Commissioner of the Performing Arts (Junior or Sophomore)

1.        Should be an active member of at least one of the performing arts: band, choir, colorguard, dance, drama, orchestra, or pep.

2.        Aid and assist the performing arts and be their representative to the Executive Board.

3.        Be responsible for organizing and supervising a committee of performing arts.

4.        Have a thorough knowledge of all calendar dates concerned with the performing arts.

5.        Be aware of and recognize all awards and achievements earned by the performing arts.

6.        Function as a liaison between the performing arts advisors and the Executive Board.

7.        Organize Performing Arts Week and recognize monthly Performers of the Month.

8.        Attend Executive Board meetings as an advisory member.

9.        Remain in constant communication with the Director of Activities.

10.     Uphold this constitution at all times.

 

K.      Commissioner of Publicity

1.        Organize and be the chairperson of the Publicity Commissioner, being Be responsible for making and post all necessary posters and banners having to do with the publicity for the student body events.

2.        Be Responsible for the writing and/or compiling all USB publicity news releases for the school and community on the available forms of communication (bulletin, newspapers, radio, television, etc…).

3.        Work with the editors of the school newspaper and yearbook.

4.        Be responsible for the maintenance and replacement of signs.

5.        Have knowledge of all advertisement that has been placed on campus, making sure that it is legal according to USB standards.

6.        Assist the four class councils and all other organizations with advertisement, when requested.

7.        Serve on the Elections Commission.

8.        Attend Executive Board meetings as an advisory member.

9.        Remain in constant communication with the Director of Activities.

10.     Uphold this Constitution at all times.

 

L.       Commissioner of Sierra League Affairs (Junior or Sophomore)

1.        To keep all Sierra League High Schools informed of all DBHS special events and inviting Sierra League representatives and advisors to observe such events as: Homecoming, Prom, etc.

2.        Invite Sierra League representatives and advisors to observe such events as: Homecoming, Prom, Nominating Convention, etc. **

3.        Represent DBHS at all Sierra League meetings including all Sierra League Breakfasts and report back to the Executive Board.

4.        Send Holiday greeting cards to all Sierra League Leadership groups, including traditional Christmas picture card.

5.        Have extensive communication to all Sierra League Leadership groups and be information communicator to the Executive Board.

6.        Report at all Executive Board meetings as to the events occurring in the Sierra League.

7.        Assist with the annual Sierra League Honors Banquet aided by the Commissioner of Academics and the Commissioner of Athletics.

8.        Assist the Athletic Director in any capacity that is communicated between the commissioner and the Activities Director.

9.        Assist with the distributing league pass information and distribution of DBHS sample Activity Cards.

10.     Attend Executive Board meetings as an advisory member.

11.     Remain in constant communication with the Director of Activities.

12.     Uphold this Constitution at all times.

 

M.     Commissioner of Social Activities (Junior or Sophomore)

1.        Be responsible for all Activities Requests and presentations to the Executive Board for their approval.

2.        Be responsible to the IOC chairperson for the Master Activities Calendar, aiding him/her with the planning and implementation.

3.        Plan the activities for the opening of the fall semester of school, with the aid of the Commissioner of Special Projects.

4.        Be in charge of all bus scheduling that pertains to Student Activities.

5.        Oversee and run the annual Prom Fashion Show.

6.        Be in charge of all noontime activities.

7.        Calendar Signing Party.

8.        Keep a current record of all local bands and DJ’s and be able to arrange contracts with them when needed.

9.        Attend Executive Board meetings as an advisory member.

10.     Remain in constant communication with the Director of Athletics.

11.     Uphold this Constitution at all times.

 

N.      Commissioner of Special Projects (Junior or Sophomore)

1.        Be chairperson for the Homecoming Commission.

2.        Be chairperson of the annual blood drive.

3.        Be chairperson for the annual Brahmalymics.

4.        Aid the grade level coordinator in charge of the end-of-the-year awards ceremony.

5.        Be chairperson for annual Homecoming week activities.

6.        Be in charge of the Alumni reception for Homecoming.

7.        Attend Executive Board meetings as an advisory member.

8.        Remain in constant communication with the Director of Activities

9.        Uphold this Constitution at all times.

 

O.      Student Store Manager (Junior or Sophomore)

1.        Be responsible for the maintenance of the Trading Post Student Store.

2.        Aid the Director of Student Activities and the Executive Board in the selection of store staffing.

3.        Be in charge of the financial record, inventory, and ordering of all supplies.

4.        Shall attend Executive Board meetings when requested, submit reports and purchase orders weekly.

5.        Complete any transfers from USB purchases of student store supplies.

6.        Be in charge of weekly pay slips for employees.

7.        Attend Executive Board Meetings as an advisory member.

8.        Remain in constant communication with the Director of Activities.

9.        Uphold this Constitution at all times.

 

P.       Assistance Student Store Manager (No Class Limitation)

1.        Be Responsible for the maintenance of the Trading Post.

2.        Aid the Director of Student Activities and the Executive Board in the selection of store staffing.

3.        Be in charge of the financial record, inventory, and ordering of all supplies.

4.        Shall attend the Executive board meetings when requested, submit reports and purchase orders weekly.

5.        Attend Executive Board meetings as an advisory member.

6.        Remain in constant communication with the Director of Activities.

7.        Uphold this Constitution at all times.

 

Q.      Commissioner of Technology (No class limitation)

1.        Be in charge and maintain the USB computer system.

2.        Assist the Activities Director before and during Fall Registration.

3.        Be in charge of all sales of Activity Cards and Yearbooks once school has commenced,

4.        Assist in the publishing of the Bulletin.

5.        Create and keep all records of the Brahma Boosters.

6.        Oversee the button machine and its use.

7.        Be responsible for the creation of rosters, phone cards, class counts, and hall passes.

8.        Update the USB computers with new technology when it becomes necessary.

9.        Maintain the Student Zone website.

10.     Attend Executive Board meetings as an advisory member.

11.     Remain in constant communication with the Director of Activities.

12.     Uphold this constitution at all times.

 

R.       Commissioner of Visual Communications (Junior or Sophomore; can be dual position)

1.        Keep the official scrapbook running the term of office.

2.        Organize and mediate all fourth period announcements.

3.        Be responsible for the care and maintenance of all visual equipment. (cameras, video camera, electronic moving screen, etc.)

4.        Coordinator of birthdays of Activity Card holders.

5.        Be chairperson for the Eighth Grade Orientation.

6.        Construct a senior page for senior USB Executive Board and Commissioners.

7.        Be in charge of all photography taken at USB events.

8.        Construct the USB ceiling memento.

9.        Attend Executive Board meetings as an advisory member.

10.     Remain in constant communication with the Director of Activities.

11.     Uphold this Constitution at all times.

 

Section 3.                Duties of Class officers.

 

A.      President

                It shall be the duty of the Class President to:

1.        Preside at all meetings of the class council and to assume the duties generally assigned to the office of the President

2.        Be exempt from holding more than one office if chosen for the Chairperson of the Inter-Organizational Council.

3.        Be a member of the IOC.

 

B.       Vice-President

                It shall be the duty of the Class Vice-President to:

1.        Assume the office of President in the absence of the President, thereby being responsible for fulfilling the duties of the President.

2.        Take over the absence of the President or the Social Chairperson at the IOC schedule meeting.

3.        Be responsible for the maintaining an up-to-date file of Class Council Minutes in the Activities Office.

 

C.       Secretary/Treasurer

                It shall be the duty of the Secretary/Treasurer to:

1.        Keep a record of all meetings and attend to the correspondence of the class as a whole.

2.        Keep accurate attendance records of regular and standing members of the Class Council.

3.        Handle class funds in accordance with USB policies and regulations.

 

D.      Social Chairperson

                It shall be the duty of the Social Chairperson to:

1.        Represent class as a voting member of the Inter-Organization council along with the Class President.

2.        Report to class council the business and activities of the IOC.

3.        Be responsible for turning Activity Requests for any class activity to the Executive Board.

4.        Be chairperson for all committees for class activities.

5.        Keep an accurate record of all class activities in scrapbook which be passed on from year to year and stored in the Activities Office. Records will be available at all class reunions.

 

E.       Historian

                It shall be the duty of the Historian to:

1.        Keep accurate records of all class activities in a scrapbook which will be passed on from year to year and stored in the Activities Office. Records will be available at all class reunions.

 

ARTICLE III.  QUALIFICATIONS OF STUDENT BODY AND CLASS OFFICERS-ELECTIONS

 

Section 1.                Eligibility requirements for candidates.  Candidates for elected and appointed USB offices and class offices shall meet the following requirements:

 

A.      For Candidacy.  At the time of candidacy or appointment, must have:

 

1.        Achieved passing grades in a minimum of twenty-five units of work at the end of the semester prior to filing for candidacy or accepting an appointment.  The grade point average must be 3.0 for Student Body Offices, 2.8 for appointed offices and elected class officers.

2.        An “F” grade in any course normally accepted for credit by Diamond Bar High School will disqualify a candidate.

3.        Candidate’s citizenship shall be checked through the appropriate grade level coordinator.

 

B.       For taking Office.  At the end of the semester in which a candidate for candidacy and is actually elected to the office or accepts an appointive position, the candidate must have:

 

1.        Achieved passing grades in a minimum of twenty-five units of work at the end of the semester prior to filing for candidacy or accepting an appointment.  The grade point average must be 3.0 for Student Body Offices, 2.8 for appointed offices and elected class officers.

2.        An “F” grade in any course normally accepted for credit by Diamond Bar High School will disqualify him/her.

 

Section 2.                All Candidates must complete a candidate’s petition form by the deadline established by the Executive Board.  Petitions of the Student Body Office shall be accompanied by 100 USB member signatures and for Class Officers by 50 signatures of their respective class.

 

A.      Candidates required to demonstrate knowledge of the previsions of the USB Constitution, By-Laws, Policies and Regulations and the duties of the office for which they seek candidacy in a manner determined by the Executive Board and the Director of Activities.

 

B.       Petitions for candidacy will be approved by the Director of Activities when he/she determines that the qualifications for candidacy have been met.

 

Section 3.                Any candidate for elected of appointed USB offices, as well as class offices must be an Activity Card holder.  Failure to have one will make them ineligible.  The exception will be the following year Freshman who will purchase an Activity Card by the end of the first month of school.

 

Section 4.                If a candidate is already holding an elected or appointed USB office or a class office he/she must resign that position that is currently being held.  Failure to do so will result in the disqualification of the candidate.

 

Section 5.                Executive Board meetings, Senate meetings will be held during the school day.  The candidate must be able to take the Leadership course in order to be eligible.  There must be an extenuating circumstance for any other consideration.

 

ARTICLE IV. ELECTIONS

 

Section 1.                The Election Commission, under the direction of the USB Vice-President, shall, subject to the Executive Board approval, establish policies and regulations governing the scheduling and conducting of all regular and special student body and class elections.

 

A.      Election policies, regulations, and procedures are subject to the change by the Executive Board.

 

B.       The candidate for the USB and Class Offices with the highest number of votes for the office for which he/she is running shall be elected.

 

C.       Pep candidates shall be elected in accordance with the procedure established by the Pep Associations and approved by the Executive Board.

 

Section 2.                A student may become a standing member of his/her respective Class Council by regularly attending the meetings, and participating in class activities.  Standing members shall not be entitled to vote.

 

ARTICLE V. INSTALLATION OF OFFICERS

 

Section 1.                The installation of the Student Body Officers and Executive Board members shall take place at a time and in a manner determined by the Elections Commission and approved by the Executive Board.

 

Section 2.                The installation of the class officers shall occur before their respective class councils.

 

Section 3.                The oaths of office for the Student Body and Class Officers and commissioners shall be determined by the Elections Commission and approved by the Executive Board.

 

ARTICLE VI. RESIGNATION, SUSPENSION, AND REMOVAL FROM OFFICE.

 

Section 1.                Eligibility Requirements for Officers. After having officially taken office, USB, and Class officers and appointed officers are subject to the following:

 

A.      Academic Requirements for the Executive Officers. One “F” or dropping below a 3.0 grade point average, regardless what the grades were for six and twelve week grading periods will result in the immediate resignation or removal of the officer.

 

B.       Academic Requirements for Commissioners and Class Officers. One “F” or dropping below a 2.8 grade point average, regardless what the grades were for the six or twelve week grading periods will result in the immediate resignation or removal of the officer.

 

Section 2.                Any USB officer or Commissioner (as established in the USB Constitution) may be removed from office by a two-thirds vote of the Executive Board.

 

A.      Any Class Officer may be removed from office by a two-thirds vote of the Executive Board upon the recommendation, submitted with the reasons for the said recommendation, of the particular Class Council.

 

B.       Failure of USB officer or Class Officer to perform his/her duties is sufficient grounds for removal from office.

 

1.        USB Officer and Class Officers and Commissioners are expected to attend the meetings of their respective organizations.  Meetings may be called other than regular school hours.  Any student who accumulates more than five unexcused absences during a semester will resign or be removed from office.  A student may be excused for illness, at the parent’s request, or by contacting the groups advisor prior to the meeting, and receiving permission to be absent.  Although subject to administrative review, determination of whether an absence is excused or unexcused rests with the members of each particular group.

 

2.        USB Officer, Class Officers, and Commissioners are expected to be knowledgeable about school rules and regulations pertaining to student conduct and to set the proper conduct examples for other students to follow.  A history of violations, coupled with requests from school officials to adhere to school rules, is grounds for removal or suspension from office.  Possession or use of alcoholic or conviction in a court of law on charges of the previous, will result in immediate resignation or removal from office.

 

 

3.        Student leaders shall maintain a satisfactory citizenship record action which is judged to bring embarrassment to the student body of Diamond Bar High School shall result in reasonable disciplinary action befitting the offense.

 

4.        The Director of Student Activities shall be responsible for the interpretation and enforcement of rules and regulations pertaining to eligibility of candidates and elected and appointed student leaders of the school.

 

Section 3.                In case of the resignation or removal of the USB President, the Vice-President shall assume the Presidency, and a date shall be set for the elections of a new Vice-President, providing this resignation or removal occurs before the beginning of the second semester of his/her term of office.  However if the resignation or removal occurs after the beginning of the President’s second semester in office, the new President shall appoint a Vice-President with the approval of the Executive Board.  Likewise, if a resignation or removal of any elected student body officer occurs before the second semester, an election shall be set to decide the successor.  Upon the removal or resignation of a student body officer after the beginning of the second semester, the President shall appoint a successor to the office with the approval of the Executive Board.

 

A.      In the case of the removal of the Class President, the Vice-President will become the President.  The new President, with the approval of the class advisors and class council, shall appoint a new Vice-President.

 

1.        For the removal or resignation of all other class officers, the advisor and officers with the consent of the class council shall name a successor.

 

2.        All appointments shall have the final approval of the Executive Board.

 

ARTICLE VII. COMMISSIONS OF THE USB OF DBHS

 

Section 1.                The USB Commissions are permanent governmental bodies, each vested with the responsibility of advising and recommending to the Executive Board on matters which each commission represents.  All Commissions are directly responsible to the Executive Board.

 

A.      The USB Commissions shall be: Elections, Publicity, Assemblies and Rallies, and Special Events.

 

B.       Chairperson of each Commission shall be the Executive Board member or Commissioner of the Senate.

 

C.       Members of these Commissions are subject to the regulations stated by the Executive Board.

 

D.      The USB Commissions shall each establish and maintain a set of policies by which each individual commission shall be organized.  The policies for each commission shall include at least the following: purpose of the commission, composition of membership, regulations deemed necessary for governing the activities under the jurisdiction of the commission, and other sections considered necessary for the proper function of the commission.

 

1.        All proposed policies or proposed changes in policy must be read at a regular or special meeting of the Executive Board and posted on a central bulletin board for one week.  After one week the proposed change shall receive comment for the Commission and then voted on by the Executive Board.  A proposed policy or policy change shall require a majority vote of the voting members of the Executive Board for approval.

 

ARTICLE VIII.                      USB POLICIES AND REGULATIONS

 

Section 1.                A set of official policies called the USB Policies shall be established and maintained by the Executive Board.  The USB Policies shall be composed of different sections which shall provide for the regulation of activities which have not been sufficiently provided for in the Constitution and By-Laws.  The USB Policies shall provide for the continuation of annual projects and services by the Executive Board.

 

A.      The USB Policies shall be approved and revised when necessary by a simple majority vote of the Executive Board.  A new set of policies or changes in current policies may be published for a period of one week in the school newspaper and must be on a centrally located bulletin board before it is voted on by the Executive Board.

 

Section 2.                Regulations shall be established and maintained to govern activities which are not provided for in the USB Constitution, By-Laws, or Policies.  These regulations shall be known as the USB Regulations and shall be sections of the policies of the USB Commissions.

 

A.      The USB Commissioners shall have original jurisdiction and power of enforcement over all USB Regulations within their Commission Policies.

 

B.       The USB Executive Board shall retain the right of appellate jurisdiction and power of enforcement over all USB Regulations.

 

ARTICLE IX. STUDENT ACTIVITY CARDS

 

Section 1.                Any regularly enrolled student of Diamond Bar High School shall be entitled to purchase a Student Activity Card.

 

A.      The services provided by the Student Activity Card and the price shall be set by the Executive Board within the approval of the Director of Activities.

 

B.       All students that are aided financially by the USB through Athletics, Music, Pep, all clubs, all organizations are expected to purchase an Activity Card.

 

ARTICLE X. LETTER AWARDS

 

Section 1.                Any regularly enrolled student of Diamond Bar High School shall be entitled to a recognition award presented by the USB upon the recommendation of the sponsor, advisor, or coach.

 

A.      The block “D” with the “Bar” running through the center with the words BRAHMAS shall be worn by students who meet the requirements set down to them by their respective athletic coaches.

 

B.       Any chartered organization on campus has the right to design a recognition symbol of accomplishment.  However, the Administration must approve the request.

 

ARTICLE XI. REPORTS

 

Section 1.                Each governing organization shall file a semester and an annual report with the Executive Board.

 

Section 2.                Each USB and class officer shall submit a semester and annual report on the conduct of his office to the Executive Board.

 

ARTICLE XII. STUDENT ORGANIZATIONS ADVISORS APPOINTED BY THE PRINCIPAL

 

Section 1.                The Director of Student Activities shall be the Advisor to the Executive Board, Senate, House of Representatives and the IOC.

 

Section 2.                Each Class Council shall have at least two advisors from the Certificated Staff.

 

Section 3.                Each campus organization shall have one or more Certificated Staff advisors.

 

ARTICLE XIII. REVISION OF THE BY-LAWS

 

Section 1.                Any section or clause by these By-Laws may be changed by the same method as required to amend the Constitution (Article II, Sec. 1) or by a two-thirds vote of the Executive Board.

 

Section 2.                Any revision of the By-Laws by the Executive Board must be published in the school newspaper or any other regularly constituted publicity channel, in place of the school newspaper.  The revision or revisions shall be voted on not earlier than two weeks after publication.
